Until the first years of 1950’s, the total number of people living in urban areas did not change dramatically. Starting from 1950’s, people began moving to urban areas. In 1980’s the number of people living in cities increased swiftly. The total percentage of people living in cities reached 65% at the first years of 2000’s and 77,3% in 2012. As a result of the establishment of 14 metropolis and the addition of towns and villages to city municipalities in 30 existing metropolises, this percentage became 92,3% in 2018.

Increasing city population has brought many problems, making it difficult for local administrations to provide services. The problems arising in areas such as housing, infrastructure, transportation, education, health, security, environment and energy caused by the increasing population and migration and the need to make use of the depleted energy resources in an optimum way have forced city administrations to use the opportunities offered by technology more.

On the other hand, the latest developments in technology have made all systems and applications “smart” from daily life to the public sphere, and the municipalities, which are the closest administrative units, now have to use smart systems as a must, not an option.
